I'm trying to set permissions on a folder to allow a user to save to a folder yet not have the ability to delete, modify, or change in any fashion. I'm in a school district and need student to be able to save their without making changes.

In NTFS permissions you can go to advance security and there you can set permissions.

I have tried that. It seems as though I cannot remove modify and still allow them to save.

you need to allow read and write, but not modify/change. This is done in the advance properties for that particular group/user. Then deny delete
