International calls Won't Dial - cisco

Cisco Call Manager 3.2
Cisco Unity Express 2.2.2
Having difficulty placing international calls. When we go to dial...
Brazil for example... 7 to get external line The country code is 011, followed by 55, then so forth. Call is unable to be completed... We receive busy signals after about half of the phone number is dialed.

Dial pattern appears to be limiting us to 12 digits

Phone is 7940 and 7960
