...very difficult to prevent people from forwarding a received email, with attachment or no attachment, be it a pdf or an image...
...probably the most secure possibility is to password protect the pdf, meaning the user has to enter a known password to even open it...
...pdf security can be applied using acrobat professional...
...of course, once open they can potentially print it out and send elsewhere, unless you prevent that too with more security options...
...even when it is open, and printing or even editing pdf is prevented, nothing to stop users from taking screen grabs...
...also, software is available to strip password protected pdfs of all security, so even secure pdf's aren't really that secure. This however, depends how desperate someone might be to password crack a pdf file...

Has a solution to register PC so that at least you can control what pcs can read it.
