PDF hyperlinks from Framemaker work incorrectly

I am using Framemaker 7 to create a document with hyperlinks to URLs at my website. When I save the book as a PDF and open it in Adobe Reader 8, the hyperlinks show up correctly. However, when I click on one of these hyperlinks, two instances of IE7 open. One instance is blank and the other opens two tabs each of which displays the page referred to in the link.

Has anyone else had this problem? How can I fix??
