Hello I took over this system and I can get into the server with a user account and I looked and changed all the passwords for all the users using setpass.nlm and none of them have
Admin rights. Is there any way I can create a new user with admin rights? Please Help

You need the utility called 'AdminAdd'.  You'll need system console access.

Thanks for the help but I can't get adminadd to work but the link you gave I got to use the burglar one but still when I try to add users with the account I just made it give me "You must have object create rights on "SERVER" to create objects in this context"

I've used these tools before but they are pretty old. Support is limited and you're pretty much on your own.

What happened when you tried Adminadd?

error loading adminadd.nlm something about not being able to load

You have to be more specific than that if you would like us to help further.  There can be a lot of reasons why an NLM cannot load and the specific error may help us to give a resolution
