Terminal server Windows 2003 license question

Thank you for looking at my post!

I have a client that had a Windows2000 server with Terminal Services.
Once I purchased a replacement server with it came preloaded with Windows2003 so I installed terminal services and the licenses. In Terminal Services licenses says that Terminal services 2000 are install, but whenever a thinclient login into the server, they are getting the temporary license and not the ones I install.... The Thincllients are still the same old Compaq boxes from before, so Why they are getting temporary licenses?

Do I need to get new licenses because the server is now 2003?

If that is the case, Is there another program more affordable that would allow the thinclients to get into the server?

Windows Server 2003 needs new version of CALs. You have to setup and activate a Windows Server 2003 Licensing Server, which can serve your existing Windows 2000 Terminal Servers and also your Windows Server 2003 Terminal Servers. If you have licensed your Windows XP Professional copies on or before 24th April 2003, you are eligible to receive equivalent copies of Windows Server 2003 TS CALs (this offer expires on June 30, 2007).

to be eligible for the complementry Windows Server 2003 TS CALs, you should have active Software Assurance (SA) or Upgrade Advantage coverage as of April 24, 2003, covering your Windows desktop operating systems.

You need to acquire TS CALs for Windows Server 2003 via regular channels and prices, if you have older versions of Windows desktop OS (for example, Windows 2000), as well as if you have acquired licenses for Windows XP Professional on or after April 24, 2003.
