Flash hook transfer from VM Pro 1

I need to program hook flash (centrex) transfer from within a VM Pro call flow to connect the caller to an offsite location.

VM Pro and IPO 406 3.1
Inbound lines are analog centrex; Flash hook shortcode will be *95.

What would the Transfer call flow programming look like? Has anyone successfully done this? The transfer needs to send a hook flash signal to the carrier and then dial a specific outside number then release the call. Can I use the *95 shortcode in the transfer or do I have to route through an extension?

Any ideas would be appreciated!
