Trying to make a mandatory profile!

I am trying to make a mandatory user profile on a Windows XP pro computer for my guests to use to surf the internet whilst at my home. I have set ntuser.dat to be ntuser.man. I thort that was all you had to do, but when a change is made it saves it as if it was a normal profile, I want it mandatory so it never changed for anyone who logges on. Any ideas?
