Microsoft Access Wizards

Have a machine that keeps getting the following error.

" Microsoft Access can't find the wizard, or the wizard has not been installed, or there is a syntax error in the Declarations section of a Visual Basic module."

This occurs when ever you try to use the wizards. I have unstalled and installed again, custom install, installing all access features to the local machine. Tried under different user with and with out admin rights and still the same error. Any Ideas?
 
Didn't work. Followed the steps, same error.
