How to resolve strange hardware behavior? (Ghost/phantom devices)

Besides the normal uninstall, clean traces from Registry and \Windows\ folders, reinstall routine, check for ghost (phantom) devices - duplicate device entries that appear in Device Manager in Safe Mode but not normal mode. You have to delete ALL the devices where you find duplicates and let it/them be reinstalled when you reboot into normal mode)...
I have found ghost drives, video devices, modems etc.
